Projects
What I have done
Completed work: transport models of cities and countries, sustainable mobility plans, feasibility studies. Media appearances are a separate page, in Ukrainian.
A selection from the register of completed work. The five main projects are shown on the front page; this list is reviewed quarterly. Work under non-disclosure agreements is not included, and private clients are not named.
2026
Lecturer on the transport track and adviser to communities in the "Change Here: Europe begins with communities" programme: GIS databases, workshops, mobility recommendations for the participating communities. Final presentation in February 2026.
For the EBRD road investment prioritisation study, ProMobility produced traffic for every candidate section on the national model in PTV Visum, calibrated on 2024-2025 Restoration Service counts, WIM and border crossings; front-line roads were given their own impedance and reduced population. The estimates by vehicle class went into the multi-criteria analysis and the project fiches for PPP sections (M07-M19 and others), and the scenario forecasts to 2045 into the appraisal of each project; at the EBRD experts' request the methodology was published as an annex to the report. The project is ongoing.
A winter-season morning peak model of the Bukovel resort with every planned development: the client's street network scheme was tested, changes proposed (a reversible lane towards Yablunytsia, the layout of the interchange beyond the tunnel, separating pedestrians from vehicles at the reception, three roundabouts), their effect measured, and an upgrade of the resort's bus service proposed. The work has run in iterations with the client since April 2025.
A transport model of the Fermer market site and the streets around it for a private client: surveys of traffic and of the market's logistics, a model of the current state, options for entrances and circulation on Heroiv Enerhetykiv street, discussed with the market's management and minuted. The first case where the model was applied to the business processes of a retail site rather than to a city network.
Technical consultant on the national road-charging strategy: a network of 1,476 zones and 178,000 links, TomTom data, 12 matrices by vehicle class. The charged network and the charge level were defined, with revenue forecasts by scenario. The model later became the basis for the M-15 study.
2025
The transport section of the Expo City masterplan for ZHA: analysis of the surrounding network, street hierarchy, typical cross-sections, parking calculations. Two stages, drawings and a booklet delivered.
Transport expertise for the revision of the Poti general plan within the City Studio 9 / CIG team: a review of the detailed plan for the Maltakva district (street network, parking, junction control) and junction proposals for the whole city, following the method worked out in Borjomi and Batumi. The third Georgian general plan in a row with our transport section.
Assessment of the key logistics chains between Ukraine and Moldova: critical border crossings and their approaches, bottlenecks, recommendations on simplifying procedures. Technical Report 5 was ProMobility's contribution to the final recommendations.

A four-stage model of the roads and bridges of central and western Ukraine on WIM and camera data from the Restoration Agency. The result was a priority ranking of reconstruction investment for donors.
A 45-year chronology of the Troieshchyna metro project from open data: the two route options, the feasibility study and design documentation, the promises made between 2011 and 2025, and a valuation of the alternatives forgone (the World Bank's TRT at 1.5 million euros, network optimisation at 1 million dollars, the GIZ Podil strategy). The report became a public argument for surface solutions instead of underground metro for the 500,000 residents of Troieshchyna.
2024
Verification of the toll-plaza design on the A1 motorway (Thumane-Milot) by microsimulation in PTV Vissim: the network was extended to Laç, 18 plaza configurations were tested, calibrated and scored on KPIs. The result confirmed or corrected the number of lanes for detailed design.
Detailed setup of 23 signalised junctions in the transport model of Hamburg, from traffic-management drawings and LISA+ signal files. Work done for PTV as a subcontractor - a measure of the software vendor's trust in the team.
Accessibility of health facilities in the Zhytomyr region calculated on big data of travel speeds: 2,122 zones, isochrones to primary care, specialised facilities and emergency stations. The presentation became the basis of the client's submission to the Ministry of Health.
Analysis of the current situation for phase 2 of the Kyiv region transportation master plan: policy, land use, ITS, input data for reconstruction. A report, graphics and statistics were delivered to the Korean consortium.
Borjomi's first transport model, built inside the revision of the town's general plan: a household mobility survey, socio-economic analysis, problem junctions, a base model in PTV Visum and pre-design proposals for the junctions. The Borjomi-Bakuriani narrow-gauge line was assessed separately as a passenger link. Two reports delivered.

A method for calculating city-wide delay from reference routes in Google Maps (the night-time reference against the current time), weighted by length, and converting delay into daily person-hours on the origin-destination matrix between zones from ProMobility's Kyiv mobility model (925,000 trips a day). The losses are converted into forgone income tax and the number of schools and kindergartens not built. Public release June 2022.
EIB technical assistance that turned the ministry's roughly EUR 200 million wish list into a phased programme of five packages: traffic management and information, heavy vehicle charging, enforcement, weigh-in-motion (98 sites, about EUR 52 million) and GIS road asset management. On the beneficiary side the work sat with SE ICDC: weekly reporting from October to December 2020, comments on the Bank's terms of reference adding the requirement for an ITS architecture, the ministry's letter to Ukravtodor, and the consultants' Kyiv mission of 14-18 December 2020 across nine institutions - from the ministry and the interior ministry to the transport safety service, the road research institute and the national model team. Final report April 2021.
Ukraine's first national multimodal model and the transport master plan built on it - a four-stage model of passenger and freight movement on mobile-operator data, border statistics and roadside surveys, under an EU contract with the Egis consortium. On the beneficiary side SE ICDC ran the support: non-disclosure agreements and PTV Visum licences, automated data collection, coordination between the consultant and the ministry, and acceptance of the model presentations.
Two assignments for the World Bank on the 2015 Kyiv model: in 2019-2020, stages 3-4 of the Kyiv Urban Mobility Project (stakeholder interviews, public transport surveys, rapid transit scenarios for Troieshchyna); in 2020-2022, an assessment of the model, a training programme for the city administration and an update of the model functions. The updated functions could not be transferred into the city model because of the limited access the city administration granted, and the bank closed the contract in January 2022 by agreement, without the final payment; the bank acknowledged the work done in writing.
2021
Assessment of the e-mobility potential: electric buses and trolleybuses with off-wire capability on city routes, charging networks. The cities received presentations in two languages and a tool for estimating rolling-stock needs.
Thirty-three transport corridors of Kyiv and residents' travel demand were analysed; a circular rapid network of 16 routes through six districts (Troieshchyna, Darnytsia, POKh, Solomianka, Borshchahivka, Nyvky) was designed on the city model, forecasting 1.6 million passengers a day. Cost was put at 55 billion hryvnias and delivery at 15-20 years. The concept was published by the Office of Transformation and is still put forward as a 30-year transport strategy for Kyiv.

The project card, the SWOT and the TCO were written. The work reached a justification with a budget of 35 million hryvnias and went no further.
A project of the Ministry of Infrastructure itself, run by SE ICDC: a single digital database of the technical characteristics of national and local roads - a GIS store with a standardised road-network data model and an electronic road passport, in place of paper passports scattered across the bodies that hold the roads. The SWOT, the TCO and the project card were written, a market consultation with three suppliers and a technical committee were run, and the work was split into stages; a memo cut the budget from 34.6 to 24.1 million hryvnias. The project reached the justification and budget stage and went no further.
Optimisation of vehicle and pedestrian movement around the UNIT.City innovation park: microsimulation of the street network in PTV Vissim, street and junction design for construction stages 1-4; the third stage in 2021 answered the questions of the bank financing the campus. One of the few private development projects with repeat stages.

2016
Seventeen junctions were analysed for the reorganisation of traffic in central Tbilisi: surveys of vehicle and pedestrian flows, public transport and signal timings in both peaks, identifying delay, pedestrian safety problems, parking and the role of public transport. Five optimisation scenarios were tested in micro (PTV Vissim) and macro (PTV Visum) models with signals retimed in LISA+, and the best option chosen for implementation. The first full micro-plus-macro job for Tbilisi, and the start of the Georgian line of projects.
The World Bank's sustainable urban transport plan for Kyiv rests on the Kyiv model and the A+S surveys: households in 2014, the socio-economic profile and the model in 2015, boarding and alighting in 2015 with Integrated Transport Planning. The report identified the corridors suitable for BRT, LRT or rapid tram, and scenarios for optimising the public transport network. This is the same instrument the Great Transport Ring, the cycling concept, the river transport study and the traffic dashboard all later relied on.
